Ive got a Ford 289 that I am considering to build for my 77 Ford F-100. What kind of power can I make with this engine and how much will it cost me, compared to a Ford 400? Thanks guys.

Strip the EFI and all the "new technology" off a 5.0 and what have you got?
A .060" over 289.......... EDIT: OK, got that one wrong, it's a 289 with .130" longer stroke, it's still the same basic engine though.
Besides he has a '77 Ford, swapping hardware in a Ford is headache enough without trying to add all the electronics needed to keep the 5.0 and 5.8 from being "reallllly old technology".
If you already have the 400M build it, stock they were pitiful gas-guzzling slugs ( had a '76 400M ) but with a modern camshaft and a good aftermarket intake and exhaust they have lots of potential. Remember, with a Ford you pretty much have to have the exact transmission for the same year and model truck with whatever engine you decide on. Some stuff does interchange but nothing like GM. Swapping stuff between different models and years on a Ford can be total and complete HELL.
