im looking for a radio, which i call a 2 way...but ive seen it called a cb...im really not greatly informed on this style of communication so im hoping you guys can help.
basically i want a CB AND a scanner in one....im thinking with a 2 way, with the police fire and ems channels programmed i can listen but im sure they're blocked for incoming contact from outside personnel.
are there any radios available that would fit my desires?
i would look myself and have been...im just kinda unclear on the radio i want and what its actually called..

Not so sure you are going to find anything that will do both. You will have to buy a CB and a scanner.

knew a guy that had a midland something...he could hear the scanner freqs and could talk to people...but im thinking this was a 2 way...not on a cb band? does this sound right?

Yes you are probably right. In the 2m ham (Amateur Radio--license required) band and a little above the 2m frequency you could receive vhf public service traffic and still talk on the same radio to other ham radio operators. I am fairly up on communications by way of radio and I have never seen a scanner and CB all in one type radio.

the guy that has it has no license other than a drivers...lol
he bought it from a mutual friend who works for a towing service...it came out of his personal truck...so im sure he was on the PS channels...
its a midland...not sure of the model number..but the original owner replaced it with an icom

there are scanners that will receive cb frequencies (27 MHz) as well as all other bands but receive only. anything other than citizen band (considered 27 MHz but is actually 26.965 - 27.405 MHz) you are required to have a license to transmit on.

Don't forget FRS frequncies. You are allowed to talk on these without a license but are restricted to using the handheld 1/2 watt radios.
Information:FRS: 14 UHF frequencies for simplex operation. The frequencies are interstitial between the GMRS frequencies. CTCS may be used. Two kinds of use operation allowed. 1) Unlicensed operation on any channel using FRS type-certified radios. These are hand-held, ½ watt max, 2.5 KHz. deviation, with permanently attached rubber antenna. 2) Licensed operation on channels 1-7 by any GMRS license holder, 5 watts max, 5 KHz. deviation allowed, any antenna, using any equipment type-certified for GMRS. GMRS users may talk with unlicensed FRS users. GMRS users must transmit their GMRS call signs when using non-FRS type-certified equipment.

Uniden bear tracker BCT7 or 8 will scan public safety (non-trunked) as well as AM CB channels. I have never seen a CB w/public safety/services scanning.
