Kerosene or nail polish remover will safely remove any paint that doesn't have mechanical bonding. Since chrome doesn't accept paint nicely even when it is scuffed, it should come off without much work. Dampen a soft rag with either of those two chemicals and wipe it off. Should work well.

Get a mini powerball and use car wax.

get yourself some clay bar and go to town with that and then follow it up with some nice chrome polish. it should do the trick.
