How to make a tahoe version of my avatar?

I cant remember who made my avatar of my stepside for me. Can anyone either make one like that or tell me how to do that with my tahoe? Is this something on photoshop or do you just have to be a good artist haha cus im not a good artist. If anyone has any info let me know. Heres a front pic of my hoe.
