I'm also thinking about the swap, what are the major reasons for going to the 411 besides the stock rpm limiter what else does it do that the black box can't or won't ??

You can tune with EFI live is the main reason. So that enables you to make more radical changes than the stock computer could handle.
Edit and E fan relay control

Faster PCM
Tow/Haul Mode
Dual Octane Timing Tables
Much more tuning parameters
Like running a High Def TV with a VCR compared to a Blue Ray....

to do this swap you do you have to cut all the wires apart from the plug and rewire ??? with a new plug for the 411 ?

Don't cut, just open up the connector and pull the pins out. Pick up a PCM and see if they can give you the connectors with. That is where I got my connectors from.

their are some ground wires that you have to extend to the PCM but I am not sure what ones they are.

so when doing the swap i seen in the tune you have to shut off the fuel tank pressure code and alternater codes , 02 senser after cats . this is done so there is no check engine light right ???? also will it still pass a CA smog test ? i guess it should as long as the egr is still operational right ??? or no ??

you don't need to turn the rear O2's off, that's just personal preference. the reason the fuel tank pressure and alternator codes are turned off is because in 1996, they did not use a fuel tank pressure sensor, and the alternator is not controlled with the PCM. the fuel tank pressure sensor and alternator control were not an option in 1996, so turning them off will not affect smog testing as long as you disable the codes. if you don't get it correctly tuned you'll have an SES light which will not pass inspection.

Just a heads up, if you have to splice into the park/neutral harness, dont try to unplug the connector with out a heat gun. It is glued in place. I broke my P/N switch trying to unplug the connector to give me more room to splice.
