I ran across a 3500 dually yesterday while driving and this guy litterally rattiling my truck with his dual 10 inch pipes in the bed,I wish I was able to get a pic it looked ridiculous. But my question is with stacks doesn't water get in there and settle in the pipe

It can, but will just blow out when started. Over a long period of time it could possibly deteriorate the inside of the exhaust piping

Drill a tiny hole in the bottom of the bend so the water goes down in and drains out instead of setting.

I have seen 2 ft tips before so nothing less than that would surprise me.
I have always seen drain holes in the bottom bends of the pipes.
