rust turned into primer?

has anyone heard or used a product that "turns rust into a sandable primer"? A guy i work with said it comes in a rattle can and you spray it and it turns the rust black so you can sand it....any ideas, thoughts?

Yeah, I've used it a few times. You've gotta get all the scale off, and clean up the metal as best as possible, then spray a few coats on let it dry 12-24 hours sand, prime, sand, topcoat like normal. It's mainly for bad surface rust, it's not meant for serious rot.

i was thinking about using it for my frame which the back half isnt unrepairable but has minor scaling and little farther up has minor surface rust. the guy before me used it to put his boat in and out of the water and salt water is unforgiving if you dont wash it off
