My dad has a 2000 NBS his crew rides around in and wants the speed limiter set at 70 mph.
Can this be done?

sure..just use cruise control and never set it above that..

I know many fleet companies can set it, not sure how it's done whether just from tuning it or some other way. I am sure you can have it tuned since often people like to raise it.

Have a custom tune done for fuel economy and lower the speed limiter. Fvck it. Limit the RPMs to 4500 while your at it.
