Are the headers incomplete? it looks like something is missing from the one on the right.

they are complete.passenger header is shorter and driver is longer and turns a bit under the transmission to the passenger side for the y pipe.headers that are built this way are designed for use with a y pipe and single exhaust.

Do they have o2 bungs? do you have the y pipe and will these fit a 4x4?

yes if you look at the passenger manifold in the middle runners there is a threaded hole that is plugged right now for the o2 sensor and they dont come with a y pipe.they where on a 2wd but should fit 4wd because the passenger header is short and angled in a way for you to be able to route the y pipe away.
