Theelectric choke needs a power wire hooked up with power to it when the engine is running. It heats the spring inside causing it to slowly release. If there is no power to it, it will stay on. It can also be adsjusted by loosening the retaining screws and rotating the housing.

i know about the power and all that. it wouldnt turn off when the power was hooked up. so i unpluged it hoping it would turn off. what screws are you talking about?

are there not three hold down screws on the electric choke? All of them i have seen have them. They are the screws to be loosened to rotate the housing for adjustment.

I had a choke problem with a reman'ed quadrajet I get from Jegs...the electric choke was adjusted so tight, I don't think it was possible for it to get hot enough to come fully off...You need to make sure you have 12 volts at that wire when the engine is running.

If you know about the power and all that, then why did you think disconnecting power supply would open the choke? Check for 12v at the terminal that plugs into the choke housing. How long did you let the engine warm up before deciding that the choke's broke? Are the heat crossovers blocked through the intake?
Rotate the cap clockwise to make the choke come off quicker.

Yep, probably your problem. Make sure it is 12 Volts, the factory choke wire is not enough voltage for the holley choke to operate correctly.
