interior paint question

im getting ready to paint the dash in my 93 the same color as the truck and i was wanting to paint the border piece that goes up around the gauge cluster. but im pretty sure its vinyl. any ideas on how i would accomplish this? thanks

i thought about SEM but i was wanting to pant it with the same paint as the exterior
