Sonoma starting issue

I know its not a full size but its for my little brother who has a 2002 Sonoma 4.3L. To start his truck he has to turn the ignition to on for a few seconds, then off, then he can finally start it. I think its something with the fuel pump or a relay. Any ideas? I have little experience with the 4.3L and I'm tired of him starting it like this.

probably fuel pump goin out..ive replaced my fuel pump in my sonoma 13 times because the cheap auto parts store one only last about a week

sounds like a real weak fuel pump, time to replaced the pump and filter
