cluster issues... speedo not working..

i have a 1991 C1500 4.3L that i picked up for around $400, that i plan on fixing and reselling for a profit. one of the problems ive ran into is the speedo does not work, the speed sensor is new and i've tried swapping out the cluster..any other suggestions? is there a fuse or relay that i maybe over looked or didn't know about?

Connect a scan tool and see if the computer is registering any speed. My pre OBD II shows speed, your 91 probably does too.
