I got a 92 chevy 350 tbi with true duals I put some slightly used flowmaster knock offs with turn downs on it about 6 months ago and it had a good sound but really loud. I just got tail pipes ran out and 3.5 inch tips and it now has a real ugly fluttery sound to it that pops like straight pipes when accelerating. With turn downs it had a really smooth aggressive sound. I was assuming the baffles has came loose in the mufflers cause sometimes I can hear a bad rattle, but would it cause it to sound like this? the truck has 2" piping to the mufflers and 2 1/4" out to 3.5" tips. could the small 2" piping be part of the reason?

multiple things. Pipe size, bends in pipe, loose baffle, style of tip. Sometimes tips with a rolled lip on the end will cause this noise.

The tips are just straight 45 degree cuts, I had a similar set up on previous 94 chevy truck and never experienced this problem. I had 2 1/4" pipe though

You generally run a larger diameter from engine to mufflers, then back off a .25" or more for the tails. Yours is the other way around...and doesn't make a lot of sense. I think the tails might be amplifying whatever the problem is inside your muffler(s).
