Up here, that is the fate of EVERY OBS Chevy truck. If you fix it, be sure to cut out ALL the rust first. If you swap beds, you should look at rust proofing that area somehow.

Okay I have a 90 silverado. Anybody have any problems with rust on the rear fenders right in the arch. Should I replace the rust section or just get a good used rust free truck bed?

Cut ALL the rust out, definitely. Several companies make patch panels for thsoe kinds of repairs. If you get good metal and have it welded and prepped properly, that can be a long-lasting repair.
Otherwise, if the rest of the bed needs other repairs or is starting to rot, I'd say to get yourself a rust-free bed and exchange for your current one.
well up here in the northern states like minnesota where im located and canada like mr.g the fender trim traps moisture in the box sides. in my opinion i like it better off. think its a better look. also get someone that knows how to cut and weld to do the box sides for you. little bodywork and she will be as good as new. good luck
