I finally started preparing my 1989 chevy truck. When I was sanding all of the failing clear off the top I hit a couple of patches that just came right of easily. Underneath it looks like a bit of surface rust has started to form. I hadn't planned to go all the way to the metal but it looks like I'll be removing paint until there is no more brown underneath.
