My clear coat is flaking on my plastic hood scoop. I need to remove it and repaint. Does anybody know what steps I should take to remove the clear and I guess the paint too? I'm assuming I have to repaint or can I just re-clear?

You can simply reclear, but, if the delamination process has started, you will not be able to do so. you will have to sand the area down with a DA with some 400, prime the area, sand with600, final sand with 800, respray the color and clear. Depending on how rigid the part is, will tell you if you need to add a flex additive to the clear.
