will a radio from a newer gm truck that identifies the songs and radio stations work in a 99 gmc sierra?
like my brother has a 02 trailblazer and he has the stock cd player, but it identifies the station and usually the artist and song.
are these plug and play? or would specific wiring/changes need to be made?

It should work. The functionality you're talking about is called Radio Data System (RDS). The radio stations imbed a signal in the broadcast. Any RDS-compatible radio can decode the signal and display the information. Radio stations usually broadcast artist names and song titles, but some give traffic data or advertisements.
I guess the only two questions would be:
1. Does tha radio fir your dash?
2. Does the wiring harness match? If not, you should be able to get an adapter at your local car audio store, or worst case, you'll have to splice power and speaker wires.

I too am interested in this, but I think it won't work unless your '99 has the databus connection, which the radio requires to power up the head unit. I tried a Monsoon head unit on the bench one time, had all the wiring correct, but the head would not power up. I have a '99 Montana that I'm going to try as a last ditch to get it going......

in 99-02 the GM trucks had a 1.5 din radio a 03+ has a 2 din so the radio probably win't even fit without modification if I got your question right

well i was just wondering cause i could get a 03 and up radio for a hell of a lot cheaper then a new aftermarket headunit
