On my 97 I place key in Ac position, tilt wheel down, mash the parking brake and place the trans in lowest gear. Once the bezel is off you can put it in park and remove the key hope that helps

still not 100% sure on what year of vehicle were talking about so im gonna go along with a 97 like the other poster said.....

there is torx screws on the underside of the column, look at it with your head on the drivers side seat and you should be able to see them, for the top trim peice, This is where most people get lost (including myself the first time i took apart a 95-02 column, is you have to "pry: carefully the plastic trim ring on the ignition switch, that will allow you to remove the top steering column shroud without damaging the area around the ignition tumbler. Or doing what I did which was cut a slit in the very bottom of the plastic ring of the top shroud, which allowed me to slip the cover off without taking the trim ring off the ignition tumbler.

If he's asking about the steering column cover, I'm pretty sure you're right with it being a '95+ interior.
