Maybe an open ground. Check the ground for the dash lights. Just a thought.

It could be an open ground. When you turn on your lights do the brake lights come on? When you step on your brakes does your tail lights come on? If lights come on either way then you have two bare wires touching each other. Are the dash lights dim or bright when they come on. They must share a common ground. If that ground is corrioded or loose, then its bleeding through the dash lights to find another ground. If your tail lights come on and everything is bright like normal lighting, then I would check the wiring by the tail lights. Rocks damage wires.
maybe something in the trailer light socket if you have one, touching the 2 pins together? i have had that happen a few times.
It was a custom-order option on that truck.
Ive seen some bulbs fail and the filament hits the parking light side and back feeds. Go and pull your brake lamp bulbs and and try it, does it still happen? Visually inspect the bulbs. If you replace one, just replace both.
Ive also seen it where the WRONG Bulb was used....
sounds like a ground issue.
00 Silverado , 5.3L, No cats or mufflers dumped over axle, little bit of thumpage, 3'' BL, Cranked, 285's, 35w 6000k lows, 55w 8000k highs, 4high mod.
i had the exact same thing happen today too.
mine turned out to be the trailer wiring harness, the ground on it was very corroded from all the salt so i unhooked it and everything works properly now
That happened to a 94 that i had too.. Just thought Id throw it in lol i checked everything and finally found out that it was the front park light and had to change the thing the bulb goes in changed that with a different one and all was good.
