You do know that there is a connector that is near the back of the engine on the passenger side that has to be unplugged before setting the timing? Mine was hiding somewhere behind the big bundle of wires I think.
Factory spec for my '90 c1500 is 0 degrees BTDC - check your sticker. It is probably 0 as well.
