the shorty's won't give you much. being in CA the best you can do is mid's with a CARB certification. you could try here..

What about options for us who don't have emissions standards? I was looking at the gibsons as well for my 7.4L 99 Suburban

I had gibson ceramic shorties on my 5.3 and loved them. I swapped them for longtubes and truely miss them. with the swap from stockers to the gibsons there wasnt a huge power gain, but the engine revved easier and you could tell it was breathing a lot better. Shorties will not require a tune, but you will benefit from tuning so i'd suggest that you do that as well.
My gibsons fit perfect and lined up perfect with the y pipe, I had zero complaints with mine.. Good Luck
