HID's are street legal if they are factory equiped so I don't think your agument will be a strong one unforunately. Sure there are aftermarket kits but they shouldn't ever really be legalized due to people just slapping them into non HID housings causing massive amounts of glare and just becoming a road hazzard to others.
Now before I go to far, I DO have aftermarket HID kits on both of my trucks BUT, I made SURE my headlights caused no extra glare, I re-aimed both sets and checked with family members after I drove past them to make sure it was still safe. I lucked out with headlamps that didn't really cause anymore glare but lots there are lots of vehicles out there that just cause crazy beam patterns when HID's are installed....
Anyways, why don't you do something along the lines of trucks being lowered, or lift laws? Many states ban this when in reality the vehicles are just as safe (if done correctly)
But really it's no different than joe nobody welding his coil spring on his wife's car because it cracked....unsafe suspension can be stock or modified....maybe the vehicle inspections can take care of that.
