does the plate spin? Maybe keep turning the ball, the threads may have broken in the middle of the stud leaving the bottom appearing to not turn.

I grew up on a farm, neither myself or my friends know how to get this thing out, I would like to keep it installed on the truck, but need the ball removed for a new paint job. Any clues. As you can see from my horrible pics it appears to just screw into the nut on the bottom plate. Thing is as I turn the ball on the top neither the nut or the stud turn any clues?

Its possible but ive made about 10 full turns or more with what appears no gain.
Turn the ball with a pipe wrench, The plate does nothing to remove the ball.

You should be able to turn the ball with a pipe wrench and get it off. Worst case scenario, use a torch on the underside and cut the nut off, then buy a new ball with nut and lockwasher.
