    Oooh.... a fun question....


    There are a couple ways to go about this. In all cases, it is usually helpful if you copy the selected region to a new layer all its own.

    Option 1 -- if you don't have Eyecandy -- In the layer control, make sure that layer is active by clicking on it. Then right click on that layer to get a pop-up option list that starts off with

    Layer Properties...
    Blending Options...
    ----------

    Left click on blending options. Outer glow is the third style in the far left side of the new pop-up. Check this box and hit ok. You'll see the layer now has a pale yellow glow. You can change this by going back to your layer controls and right clicking on the "Outer Glow" under the newly created Effects section. Left click on the Outer Glow option of the new pop up and you can tweak the glow (color, width, opacity, etc.) from there.

    Option 2 -- with Eyecandy -- have the layer active, then go to Filter > Eyecandy > Gradient Glow. Your options are pretty much the same as above from there.

    Option 3 -- also with Eyecandy -- go to Filter > Eyecandy > Corona. This one absolutely kicks ass. It's what I used to create the backlighting effect around my tattoo in my sig.

    Eye Candy 4000 is a plug in that you have to download. I'm pretty sure Kazaa has it. While you're searching, Xenofex is another good one to get.
