Yes it's necessary and yes it comes w/ the kit. I know they don't advertise it, but anytime you see the words "flip kit" that automatically includes the C-notch, saddles, U-bolts and all hardware.

Also, I ordered the DJM kit from Stylin' for my '96 good price and service. BTW, I would also ge the one w/o the shocks and get a set of Doestech shocks. I got the DJM (ProComp) shocks w/ the kit and they were horrible and 2 blew out within 4 months.
