I had this problem on my '97 C2500 Suburban. For anyone that has removed the plastic cowl trim (to access wiper mechanism for example) the problem was around the screws on the passenger side that hold the cowl trim down. Two of these screws go directly thru the sheetmetal into the air-box. I removed the trim piece, sealed around the screw holes with RTV, reassembled and have been leak free since.
