Elbow grease and different levels of polish. If it's decent already, only needing that extra shine, I'll use Simichrome and patience. Follow it up with a synthetic wax (Aluminum is fairly porous and when it heats, it expands, so natural wax -yellow or carnuba- will go away fairly fast). Then buff the crap out of it. I used the Zaino treatment on my Quad rims and they looked better than chrome.
