Yes you can paint all the plastic panels including the dash, I have done it a few times already, I use the interior dye, but you can use the interior paint that comes in the cans also.

Go to my website (link in my sig). I have smoothed and painted every piece of interior plastic trim in my truck, including the entire dash. It can be done. There's another guy in my town who has everything painted without smoothing it. Works either way.

j i dont know why im saying this but there is a shop here in pflugerville that smoothed and painted all the trim in a s10. the paint? woodgrain with about a gallon of clear. now im not a fan of the woodgrain look but man this one caught my eye and it was pretty sweet.

Can someone give details on how they did it? I mean, like do you need to use some for mof primer/adhesion promoter between the plastic and the paint or what? Shoot the paint straight on the plastic and clear it?
I want to shoot some pieces of my interior too but I haven't found any details on how to go about it and I want to get it right the first time around.
