I did this mod along time ago, and here are the instructions to make your stock sealed beam headlights have a blue tint. This works with sealed beam headlights that don't have the reflector material (just clear glass).
On the factory 88-89 headlights, they are missing the reflector on the bottom part, around the light connector, and the area around the sides.
What you need
Blue paint
Brush
Instuctions:
Just take some Blue paint and cover the un-reflectored areas.
All the picts are of my Stock headlights, the left is un-painted, the right is after the "Blue" affect.

Notice how they have a tint to them and when turned on, they are crisper and not as yellow. I have had my lights blue scince i have had the truck and haven't had any problems with them being blue. Once your get about 10 feet from the truck you can't even see the blue.
