I currently have a 94 Sliverado 2WD ext cab. And I very soon want to bag the fock out of it on some 20 x 8.5's. I'm wondering what offest I need to clear the fenders and what tire size? The smaller the offset the better right? I'm pretty new to the truck scene. So any help would be appreciated. Thanks in advance.

Welcome to the site:D
No less then 5" backspace, no bigger then a 255x35 or 245x40 up front up front.
you need 3" of frontspacing to tuck a wheel in the front.

I have some wheels in mind but they only offer 5.4" back space. Would that work for me? Or could I have the wheels milled down some? And does that go for the rears also?

The 5.4 will work just fine.
