Can someone tell me what this is and if theres a way I can take care of it? It's real rough in this area and I don't know really what it is.. if something has ate the wheel or what? Whats something I can do to make it look halfway decent?

Thanks.

looks like bad oxidation...and honestly the only way i know of to get rid of it is to get the wheel refinished...

maybe someone else will chime in with a better answer

The wheel has a clear coating on it. The roughness you're seeing and feeling is caused by the wheel surface degrading under that coating.

FordeatinZ71 is right: the only way to cure the problem is to have the wheel stripped, polished, and refinished.

What do you mean by stripped? Can I just strip it myself or is it a far more detailed process then that?

i'm not exactly sure what a wheel refinishing shop uses to strip a wheel...not sure if they use a stripping wheel on a right angle grinder or if they use a chemical or a combo of the two...might call around and if you're slick enough might get 'em to tell ya...

Do you live in an area that uses salt on the roads during the winter? Thats what it looks like to me, if you want to keep the wheels, I would have them proffesionaly polished and sealed, you can also send them off to the west coast and get a nice chrome job on them.
