There are several ways to do it using Photoshop but the best way (and probably the hardest to learn) is using the pen tool.
The pen tool in Photoshop is not at all hard to use it is just hard to learn!
I used to be really intimidated by the pen tool until I started using it, now I can trace out an object in no time at all.
Do a search on the internet for Photoshop pen tool and you will find many tutorials.
Here is a good one (the first one in a Google Search):

Here is another that addresses the exact question:

And for those of you that don't like to read...
Here is a good video on using the pen tool!

You need to select the pen tool and in the options for the pen tool use paths. after you complete a path (or have outlined the object) right click with the pen tool and select "Make Selection".
Now you can copy the selection to the clipboard and paste it into a new image or simply paste it in the image you are working on and turn of the background layer.
Hope this helps.
These instructions are assuming that you have a basic knowledge of photoshop.

I always zoom in when using the pen tool.
Another real cool trick (if you don't already know it) when you are using most of the tools in Photoshop if you hold down the space bar it turns your cursor to a hand and you can click on the image and move it around in the window.
Very handy when using the Pen Tool on a zoomed image.

I'm not fortunate to have Photoshop and have to settle for GIMP.
