Tar/road paint on wheels

I got some black tar and road line paint on my wheels (thanks PennDot) and I was wondering how to remove it safely from the aluminum. I tried using bug and tar remover and it wouldnt come off. I didint want to scrub it too hard or use wheel acid on the wheels. Any ideas?

i got some damn road tar on my crome wheel trim once. gasoline took it off :read:

how fresh is the paint? If its pretty fresh try some wax on it. for the tar try 3M adheasive remover.
