Since you've got a 96, you might think about the foglights that were used on the 2000 Tahoe Limited and Z71.

They used the bumper off of the heavy duty diesel trucks and painted it. Here's where someone else was asking about it a while ago:

Looks like some others have done this modification, maybe they can give better details. Doesn't look like it'd be too hard to do.
