Not sure how much this relates, but one of the professors at MU's ag department did some research and developed a product that allowed water and diesel to become emulsified and thus burn up to something like 50% water in a diesel engine. This was tested in a mechanical injected diesel engine and emissions and power significantly dropped fuel consumption remained about the same.

Regarding this in the same sense that water takes up space in the cylinder and is not combustible I imagine the results would be somewhat similar in a gasser. Higher compression, running cooler, same fuel consumption, less power. But a dyno test would tell for sure.
